Victoria is located in the state of Tamaulipas. It was the 28th largest postal district, based on the number of stamps used, and 28th by total value of all stamps used. The average cost of the stamps used was 1.70 reales. (Ciudad) Victoria had about 4,500 inhabitants in 1861.

Victoria had 5 sub-offices: Cadereyta Jimenez (Cadereyta), Ciudad Guerrero, Jaumave, Santa Barbara and Tula de Tamaulipas.

According to Roberto Liera (Mexicana, April 1996, "The High Value Stamps of the 1861 Issue"), the distribution of the cuatro and ocho reales stamps was approximately
660 cuatro reales black on yellow
114 cuatro reales dull rose on yellow
487 ocho reales black on brown
0 ocho reales green on brown

The Victoria overprint is approximately 25 by 2¾ mm, with dots at the foot of the first and last letter. It's generally clearly struck. The overprint reads .VICTA DE TAMPAS.

On average, the stamps have normal margins for the issue.

Forgeries from Victoria exist. A MEPSI certificate is recommended.
