Puebla is located in the state of Puebla. It was the 2nd largest postal district, based on the number of stamps used, and 2nd by total value of all stamps used. The average cost of the stamps used was 1.55 reales. Puebla had about 70,000 inhabitants in 1861.

Puebla had 25 sub-offices: Acatlan, Acatzingo, Amozoc, Atlixco, Chalchicomula, Chiautla, Chietla, Cholula, Coxcatlan, Huaxuapa (Huajuapan), Huamantla, Malcajac, Nopalucan, Palmar, Quecholac, San Martin Huaquechula (San Martin Texmelucan), San Salvador, Tecamachalco, Tehuacan, Tepeaca, Tepexi de la Seda (Tepeji), Tepeyagualco (Tepeyahualco), Tlaxcala, Yzucar de Matamoros (Izucar de Matamoros, Ciudad de Matamoros) and Zacatlan.

According to Roberto Liera (Mexicana, April 1996, "The High Value Stamps of the 1861 Issue"), the distribution of the cuatro and ocho reales stamps was approximately
2,400 cuatro reales black on yellow
2,724 cuatro reales dull rose on yellow
980 ocho reales black on brown
272 ocho reales green on brown
These numbers don't add up, don't take them too literally.

Puebla introduced at least two new overprintS: 13 by 2¼ mm, with leading and trailing dots.
24 by 4½, without dots.
They are generally weakly struck.

On average, the stamps have normal margins for the issue.

Forgeries from Puebla exist. A MEPSI certificate is recommended.
